主席先生, 各位部长阁下, 各位同事: 我非常高兴来到美丽的仰光,参加第二次中国与东盟交通部长会议。在当前各国致力于发展本国经济的背景下,中国与东盟的交通同行们汇聚一堂,共同探讨拓展交通合作之路,促进经济发展大计,具有十分重要的意义。我谨代表中国代表团对东道国缅甸政府、交通部以及东盟秘书处为此次会议所做的周到安排,表示衷心感谢。 自1997年中国和东盟领导人发表联合声明、确立睦邻互信伙伴关系以来,双方关系已形成政治互信与经济合作良性互动、各领域合作全面发展的好局面,并确立了“面向和平与繁荣的战略伙伴关系”。我们高兴地看到,在过去的一年中,经过双方的共同努力,中国-东盟交通部长会晤机制呈现出良好的发展势头,并取得实质性进展。 —— 经中国、老挝、泰国和亚行三国四方协商,昆曼公路即将开工建设,中方为老挝段建设出资3000万美元,其中包括无息贷款和赠款。昆曼公路的贯通有利于促进东盟各国与中国人员往来、经贸合作和旅游业的发展。 ——亚洲公路网是联合国亚太经社会所倡导的、旨在连接亚洲地区各国首都、工业中心、重要港口、旅游和商业重镇的交通运输网。中国于去年11月正式向联合国亚太经社会提交了我国亚洲公路网的方案,线路总里程约26000公里。这将会有力地推动中国与东盟各国的经济发展,并为加快建立中国-东盟自由贸易区进程创造有利条件。 ——为早日实现大湄公河次区域六国间人员和货物的便捷流动,使道路运输网络发挥最大作用,中国政府于去年11月柬埔寨召开的大湄公河次区域国家领导人会议上正式加入了大湄公河次区域便利运输协定,缅甸政府也在不久前加入了该协定,六国政府还完成了协定第一阶段附件和议定书的谈判工作,定于明年第一季度召开的GMS六国第一届联合便利运输委员会期间签署上述附件和议定书。 ——由中老缅泰四国联合实施、中国政府出资500万美元、越柬专家参与的上湄公河航道改善主体工程已于今年4月顺利完工,整治效果良好,达到了质量、安全和环保的各项要求。明年初将按照联合国亚太经社会制定的标准,完成该航道的航标安设工作,为进一步提高航行安全提供保障。 ——东盟确定泛亚铁路东线方案后,中国政府将出资对柬埔寨境内泛亚铁路缺失路段进行可行性研究。同时,中国政府迅速开展了境内相关线路改造工程的前期工作,确定了云南昆明至河口铁路的具体方案,即:利用既有的昆明至玉溪准轨铁路、新建玉溪至蒙自准轨铁路212公里,蒙自至河口改造利用现有米轨铁路,昆明至蒙自的现有米轨铁路维持运营。工程总投资为66亿元人民币,工期四年。目前此方案已报国家有关部门审批立项。未来视泛亚铁路东线方案建设及运量增长情况,适时实施蒙自至河口米轨铁路改造为准轨铁路的工程。 —— 昆曼公路中国境内昆明至磨憨701公里路段将于2007年全部新建或改建成高等级公路,总投资为172.5亿元人民币(约20.8亿美元),另一条通往越南的广西南宁至友谊关高速公路已于2002年开工建设,将于2006年5月完工。澜沧江-湄公河中国境内航道目前为六级标准,为适应国际航运发展的需要,中国政府准备将其提升为五级标准,并已完成项目的前期审查工作。以上基础设施的改善将有利于本地区经济大通道的贯通,促进区域经济的发展。 —— 在航空领域,近年来我们积极与东盟各国扩大双边航空运输安排,我们愿在此基础上逐步、有序地推进中国-东盟区域和次区域性的航空运输自由化进程,形成区域内高效、便捷的航空运输网络。
各位同事: 前不久发表的《中华人民共和国和东盟国家领导人联合宣言》进一步强调了经济合作的重点和目标,明确提出要充分发挥市场互补性,保持双方经贸关系快速发展的势头,以实现在2005年双方年贸易额达到1000亿美元的目标。加快推进中国与东盟自由贸易区谈判,确保自贸区在2010年前顺利建成。经贸的发展要求交通合作要先行,通过进一步改善交通基础设施,完善交通网络,实现便利化运输,来加强各国间水、陆、空运输联系,以此促进各国人民的交往,推进合作,实现共同发展、共同富裕的目标。在开展交通合作方面,既要立足现有基础,又要着眼未来发展,既要做好重点合作项目,又要关注本地区的协调发展,不断拓展合作领域,充实合作内容,完善合作机制,明确中长期的合作目标。为此,建议从以下几个方面入手,加强和深化双方的互利合作: 一、加快交通基础设施建设项目的实施。目前,以交通基础设施建设为重点的合作,符合本地区经济发展水平和实际情况,我们要共同努力,充分协商,尽快实施昆明-曼谷公路老挝段的建设、泛亚铁路柬埔寨路段的可行性研究和湄公河部分航道航标的安设工作。应进一步拓宽融资渠道,积极争取国际金融组织的资金支持,并采取多种合作方式,推进本地区交通基础设施的改善,为发展各国和本地区经济做出贡献。中国愿与东盟各国分享加快交通基础设施建设的成功经验,包括规划、咨询服务、工程监理和施工技术。 二、推进交通运输便利化合作。在完善交通基础设施的同时,加强水、陆、空国际运输政策的协调是现阶段中国-东盟交通合作的主要任务之一。双方要从发展中国-东盟经贸合作的全局出发,加快大湄公河次区域便利运输协定的谈判进程,确保2005年完成并签署所有协定附件和议定书。同时,双方应采取有效措施促进海上交通运输便利化,制定相关多边文件,以推进本区域经济一体化的进程。 三、拓宽中国与东盟海事合作领域。为落实《南海各方行为宣言》后续行动,双方应在相互尊重、友好协商、自主自愿、互惠互利的基础上稳步推进海事领域的合作,包括在国际海事组织框架下实施《国际船舶和港口设施保安规则》,加强海上反恐合作,开展船舶压载水管理和防止船舶污染海洋环境的合作,以及打击海盗的合作;在国际海道测量组织(IHO)和国际航标协会(IALA)框架下,开展海道测量和航标技术合作;在《港口国管理东京备忘录》框架下,开展港口国监督管理合作;在海上搜救领域,中方将先期与菲律宾联合举行沙盘搜救演习,提高海上遇险事件的应急反应能力,在此基础上,中国愿同东盟其他成员国积极开展这一领域的合作。鉴于该领域合作内容的广泛性,我们建议建立中国-东盟海事主管当局磋商机制,就上述问题共同协商,交流经验。 四、继续开展人力资源开发合作。中国与东盟开展了海事人员的培训合作项目。我们愿以更加积极的姿态在共同关心的领域开展中国-东盟交通人力资源的开发合作。明后两年内,我们将为东盟国家继续举办港口管理和航道整治技术培训班,以增强该领域的能力建设。 五、加强信息交流。各国具体国情不尽相同,但共同发展的愿望和责任将我们紧紧联系在一起。双方应加强信息沟通,通过各种方式协调交通政策法规,提供最佳做法,旨在实现交通基础设施技术标准的衔接及水、陆、空运输的便利化和规范化。 六、商签长期合作文件。为进一步深化在交通领域的全面合作,双方十分必要制定一个中长期合作计划,为此,建议双方考虑在适当时候签署中长期合作谅解备忘录,为双方今后的长期合作确定发展目标。
主席先生,各位同事, 加强中国-东盟交通合作功在当代,利在千秋。中国将一如既往,与东盟各成员国一道,共同秉承传统友谊,在现有发展成果的基础上,以更加积极的姿态和更加务实的行动推进交通领域的友好合作与交流,为促进本地区的经济繁荣和社会发展作出应有的贡献。千里之行,始于足下。我完全相信,在双方的共同努力下,中国-东盟交通合作之路一定会越走越宽广,我们明天的家园一定更加美好。

Expanding the Road for Transport Cooperation and Building a Better Homeland for Tomorrow Address by H.E. Mr. Zhang Chunxian Minister of Communications, the People’s Republic of China At the Second ASEAN-China Transport Minister’s Meeting Yangon, 25 October 2003
Mr. Chairman, Excellencies, Distinguished Colleagues, It is my great pleasure to come to the beautiful city of Yangon and attend the Second ASEAN-China Transport Minister’s Meeting. Nowadays, under the circumstances where almost all of our countries are committed to economic recovery and development as our priority, we are gathering together to discuss the major issues of how to expand transport cooperation, it is of much significance for promoting economic development in ASEAN and China. On behalf of the Chinese delegation, I would like to express my heartfelt thanks to our host the Government of Myanmar, the Ministry of Transport as well as the ASEAN Secretariat for their thoughtful arrangements for this meeting. Since the signing of the Joint Statement on establishing the partnership of good-neighborliness and mutual trust by the leaders of ASEAN member states and China in 1997, the bilateral relationship has evolved into a stage where politically mutual trust and economic cooperation interact virtuously, cooperation activities extend to all sectors and the China-ASEAN strategic partnership for peace and prosperity has been established. We are pleased to see that over the past year, thanks to the joint efforts of both sides, the mechanism of ASEAN-China Transport Minister’s Meeting has taken on a good momentum of development and scored a substantive progress. -- After discussions among the four parties of China, Laos, Thailand and the ADB, China will commence the contracted construction of the Laotian section of Kunming-Bangkok Highway early next year. The Chinese government provided US$ 30 million in the form of interest-free loan and grant for the Road Improvement Project inside Lao PDR. The completion of Kunming-Bangkok road will promote the economic and trade cooperation, tourism and movement of people and goods between ASEAN and China. -- The Asian Highway network initiated by United Nations ESCAP is aimed to link capitals, industrial centers, major sea ports and important tourism and commercial towns across the Asian countries. China submitted a proposal of 26,000 km long route to the United Nations ESCAP last November to be connected to the Asian Highway network. China’s linkage with this road network will not only bring about economic development in this region, but also create favorable conditions for speeding up the establishment of China-ASEAN Free Trade Area. -- To facilitate the movement of people and goods among six GMS countries and optimize the efficiency of the road transport, the Chinese government acceded to the GMS Agreement for the Facilitation of Cross-Border Transport of People and Goods at the GMS Summit of Leaders held last November in Cambodia. Not long ago the Government of Myanmar also acceded the Cross-border Agreement. The governments of the six GMS countries have completed the negotiations on the Stage 1 Annexes/ Protocols of the Agreement and the signing of these documents are scheduled in the first joint committee meeting on transport facilitation among the six GMS countries to be held early next year. -- The Navigation Channel Improvement Project on the upper Mekong River jointly executed by the governments of China, Laos, Myanmar and Thailand and with the participation of experts from Cambodia and Vietnam was completed in April this year. The Chinese government provided US$ 5 million for the project. Thanks to the measures taken, the project proved to be very effective and compliant with the requirements of quality, safety and environment protection. Early next year the navigation aids facilities designed according to the United Nations ESCAP standards will be installed along the channel. After the installation is completed, a much safer navigation will be guaranteed. -- After the east route option for the Pan-Asia Railway was adopted, the Chinese Government has immediately started the preliminary work of upgrading the existing lines within the Chinese territories and identified the Kunming-Hekou line as the link to the Pan-Asia Railway. That is, maintaining the existing Kunming-Yuxi standard gauge line, rebuilding the 212 km-long Yuxi-Mengzi line to the standard gauge, the Mengzi-Hekou section to be rehabilitated on the meter gauge line, and maintaining the current operation of the meter gauge from Kunming-Mengzi. The total investment amounts to RMB 6.6 billion with a construction period of 4 years. The proposal has been submitted to competent department for approval. The meter-gauge line from Mengzi-Hekou will be upgraded to standard gauge in time depending on the construction of the east line and development of the traffic growth. Meanwhile, the Chinese Government will finance the feasibility study of the missing link of the Pan-Asia Railway inside Cambodia. -- The 701km long road section from Kunming to Mohan inside China linking Kunming-Bangkok Highway will be upgraded or newly built to high class road and be completed by 2007. The total investment is RMB 17.25 billion or US$2.08 billion. The construction of another expressway leading to Vietnam in Nanning, Guangxi Zhuang Autonomous Region has been started in 2002 and will be completed by May 2006. The Chinese section of the navigation channel in the Lancang-Mekong River is of Class 6 standard for the moment. The Chinese Government is planning to upgrade it to the standard of Class 5 so as to meet the demands of international shipping development. The pre-feasibility study of the project has already been completed. All those improvement works we are undertaking will help to build the economic corridor in this region and promote the regional economic development. -- As far as the cooperation in civil aviation is concerned, we have been actively expanding bilateral air service arrangements with ASEAN countries in the last few years. Proceeded from the bilateral basis, we are willing, together with ASEAN countries, to promote in a step-by-step manner an orderly liberalization process for China-ASEAN air service regionally or sub-regionally so as to build up an air service network of high efficiency and easy access in this region.
Distinguished Colleagues, The Joint Declaration recently signed by the leaders of China and ASEAN countries reiterates key sectors and objectives for economic cooperation between China and ASEAN, emphasizing the importance of bringing the market complementarity into full play, so as to maintain a momentum of rapid growth for the two-way trade and achieve the objective of breaking the US$100 billion mark in our trade volume by year 2005. Both sides are committed to speeding up the negotiations on China-ASEAN Free Trade Area to ensure its smooth establishment by 2010. The economic and trade integration calls for transport to go ahead by improving infrastructure so as to strengthen the transport links of water, land and air among the countries. Only on the strength of that, can the exchange of visits of people be promoted, the cooperation enhanced, the goal for common development and universal prosperity be achievable. In conducting transport cooperation, we need to adopt a practical approach, work from the existing foundation while bearing in mind the need for future development, spare no efforts in advancing the on-going projects while focusing even greater attention on securing a sound coordination in developing different transport sectors, and work to constantly expand, enrich and improve the mechanism of our cooperation. To this end, I would like to suggest that our two sides work more closely for stronger and deeper mutually beneficial cooperation in the following areas: First, speeding up the implementation of the infrastructure construction projects. Right now cooperation on infrastructure construction fits well with the economic development level of this region and its actual conditions. Concerted efforts are needed to coordinate different parties to commence as soon as possible the construction of the Laotian section of Kunming-Bangkok Highway, the feasibility study of the missing link of the Pan-Asia Railway inside Cambodia, and the installation of the navigation aids facilities on the upper Mekong River. We should step up our efforts in diversifying financing channels and actively seek assistance from international financial institutions to improve the infrastructure and make contribution to the economic development of this region. China is willing to share with ASEAN countries the successful experiences of how to speed up the infrastructure construction we have accumulated over the past years, including those of designing, consultancy, project engineering and construction techniques. Second, pushing forward cooperation on transport facilitation. While focusing our attention on improving infrastructure, we should also pay equal attention to strengthening coordination on policies of water, land and air transport in our current cooperation system. We should proceed from the perspective of developing China-ASEAN economic and trade cooperation to speed up the negotiations on Annexes and Protocols to the GMS Cross-border Agreement, making sure that all the documents be finalized and concluded by year 2005. In addition, both sides should take effective measures to facilitate maritime transport by working out some multilateral instruments with a view to promoting the economic integration. Third, expanding cooperation in the sector of maritime administration. In implementing the follow-up actions of Declaration on the Conduct of Parties in the South China Sea, we should steadily promote cooperation on the basis of mutual respect, friendly consultation, voluntariness and mutual benefit. The cooperation may be carried out either within the IMO framework including implementing the International Code for the Security of Ships and Port Facilities, strengthening cooperation on anti-terrorism at sea, cooperation on managing ship’s ballast water and marine environment protection against pollution from ships, or cooperation in the framework of International Hydraugraphic Organization (IHO) and International Association of Lighthouse Authority (IALA) on hydaugraphic survey and aids to navigation, or under the Tokyo MOU on port state control cooperation. In the area of search and rescue at sea, China will jointly hold a table-top search and rescue drill with the Philippines as a pilot project with a view to enhancing the emergency response capability at sea. Built on t hat pilot basis, we are willing to carry out the search and rescue cooperation with other ASEAN countries. Considering the extensiveness of cooperation in this field, China would like to propose to set up a consultation mechanism between ASEAN and China’s maritime administrations so that all the previous issues could be discussed and experiences be shared. Fourth, continuing to cooperate on human resources development. China and ASEAN have undertaken a training project for maritime administrative personnel. We are ready to participate even more actively in the areas of our common interest in terms of human resources development. In the coming two years, we will continue the project cooperation with ASEAN countries and fund workshops on port management and navigation channel regulation to be held in China so as to increase the capacity building in these areas. Fifth, strengthening cooperation on information sharing. Though there are differences among countries of this region in development level and national conditions, the common aspiration and responsibility link us closely together. We should diversify channels for information communication, coordinate policies, laws and regulations on transport and inform each other of the best practices so as to harmonize the technical standards on infrastructure and the facilitation measures on water, land and air transportation. Sixth, negotiating on and signing a Memorandum of Understanding on long-term cooperation. In order to deepen the comprehensive transport cooperation, it is imperative for us to work out a mid- and long-term cooperative plan. In this connection, I suggest that both sides consider signing a Memorandum of Understanding on mid- and long-term cooperation to identify the future development objectives.

To strengthen China-ASEAN transport cooperation is an undertaking that benefits both the present and the future generations. China will, as always, in following our traditional friendship and proceeding from the achieved accomplishments, join hands with the ASEAN countries to advance more vigorously the cooperation and exchange and make our due contribution to economic prosperity and social development of this region. One thousand-mile journey is started by taking the first step. We have every reason to believe that with the concerted efforts of both sides, the road for China-ASEAN transport cooperation will gradually expand and our homeland for tomorrow will be much better.
